help putting together 16x48 intex ultra pool

Help, directions for intex pool says legs should go through sleeve on the inside and another direction that came with the pool says they should go through the outside. Now I am really confused.
Also my pool came with no rope and no skimmer, is that normal?
Manual that came with the pool says rope is optional so I am assuming I will not need one.

There have been a few discussions about whether the legs go inside the band or not. The last couple that I remember said that they go inside the band.

My 16x48 with SWG came with the rope at the bottom and the legs definitely go inside the band.
Make sure you get the band flattened out while the water level is sill 1' deep or less or it will be impossible to do later (I know this from experience!).
