Help! My Spa Has Pimples!

Hello, I just noticed my spa has what looks like "pimples", small white bumps. They can be easily scraped off and seem to dissolve. I did a suucessful AA treatment earlier this summer and my CSI has consistently been negative. There is no sign of the "pimples" in the pool. I checked hardness yesterday and it had dropped to 225 (I guess thru backwashes and such). I always pull my water samples from the pool, can the spa chemistry be that different? Going to add calcium chloride today to try to bring CSI into more neutral territory.
Have you seen this before? What would you suggest?
 
Yes, I read that. Not too encouraging. So this is likely delamination of the original plaster from the gunite in the spa? What causes delamination? I see no cracks, pool is only 8 years old.
