I assume those numbers are from pool store testing? If they are accurate, and a big if, that CYA level of 149 is way, way too high. At the level you're chlorine is just not gonna work, especially only at 11.
I'm afraid you're only real recourse is to drain the pool and refill. Then get yourself a reliable test kit (
TFtestkits.net or Taylor k2006). Look at this page and use pool math to calculate your chemical additions.

I suspect this is not what you want to hear but, if those numbers are accurate, I see no other course.
