Heating of spa slows down??

Since we drained and refilled, its seems to take ages to get up to temperature. Seems to heat from sleep 23*C to say 33*C pretty quick (half an hour) but then to get it up to 38 or 39 takes ages, like another few hours. We were in it a couple nights ago and it was 36.5 and basically couldnt get to 37, so was pretty cold and not enjoyable.
Why would it slow down, would the first jump in temp be incorrect? I might put a laser thermometer on it next time it heats up.
I have hosed out the filters (which are a couple weeks old), they had quite a few leaves, but hasnt made much difference.
The tub comes out of sleep at 2.30pm at about 23 degrees celcius, and it isnt up to 39 degrees until about 5.30/6.00pm. The other week prior to draining it only took maybe 30 - 60 mins to heat up. Our outside air temp is probably about 10 degree celcius at its lowest.
So after checking with thermometer, I am an idiot, it is raising temp quickly on the screen as the water is already say 35 degrees. But that does t explain why its taking so long to raise another 4 degrees

What indications do you have that your heater is on? Could it be cycling due to a bad over temperature limit switch?
