heater running but water coming out is not warm

I am hoping to troubleshoot my heater. I noticed that the heater is running and the water coming out is not hot/warm. Usually you'd feel the water would feel warm at the jets but it just feels luke warm. I have the temp set to max and rebooted my omnilogic and the heater. It is a hayward 250 millivolt.

Any ideas what to look for? It was running earlier today for a few hours. I let it sit for a while not running (5 hours) and still not producing hot or even really warm water. My pool is 64 degrees right now so not warm. it should still feel warm water coming out. The heater is producing exhaust heat and seems to be running fine minus the no real heat at the jets.
 
How old is the heater?

This a gas heater or heat pump?

Post pics of your equipment, valves, and heater. Could a valve be bypassing some of your water around the heater?
 
At 40 gpm, the temperature rise will be about 10.5 degrees. If the water in is 64 degrees, the water out will be about 74.5 degrees.

If the pool is 20,000 gallons, the water should gain about 1.25 degrees per hour.
