Healthy level of chlorine

Hi all,

I read online somewhere that safe levels of chlorine for pools range from 3-5, and 5-10 is considered okay. When I look at the CYA/Chlorine chart, I see that the chlorine level falls in the "okay" range. I'm just curious as to why this is and would like to understand what's really a healthy level of chlorine.

I have found that I need to keep Cl at around 10-12ppm with a CYA of around 70 to keep the pool clear. The numbers are approximate because we get a lot of rain.
I wonder if that would help me. My CYA is already 70 but FC is 3.5-5.0 and I always seem to be on the verge of an algae bloom. Also lots of rain and direct sunlight (Mississippi Gulf Coast). How are you achieving such a high CL number? Does your swg do it all or do you have to supplement it? Thanks.
