Hayward Valves not turning (even with manual switch), and pump keeps short cycling.

I've had a recurring issue where my main pool pump keeps short cycling. At first I thought it was the pump or capacitor, but after putting a voltmeter on the control board and relay, I hear it actually clicking off (ie, not sending power to pool pump). This only happens with the main pool pump. Not the other two pumps that control the water features or spillway. In the past, I'd fix this by restoring the configuration file. Maybe it was coincidence that it would work. But, now it is always short cycling. I tried changing the relays. No difference. Any ideas?

Lastly, today I noticed the valves weren't moving in spa in-floor cleaning mode. They wouldn't turn with manual switch either. Is this a related issue? How can I identify which number each valve is? Valve 1, 2, or 3? Is there a way to select the valve to see if it turns on the omnilogic control panel? Test for power?

I've wasted hours on this, thanks for the help!

Check the fuse on the circuit board for troubleshooting the problem with the actuators. Valves are usually #1-suction port, #2 return port, #3 user applied. In your case #3 should be your IFCS.

Thanks @1poolman1, I'll check the fuse, and thanks for the troubleshooting guide. Any idea on the short cycling pool pump that seems to be the control panel cutting power to the relay? It used to fix itself after I restored programming, but I think that was coincidental. I've replaced control board once before too.
