Hayward super pump 1HP wont start

Hey all haven't been on here in a while but need major help to avoid spending $400 on new pump. My Hayward super pump refuses to turn on. There is a very very very small humming going on but nothing more. It's so low you can barely tell the pump is even on at all. There is no debris blocking the impeller and I tried replacing the capacitor to no avail. What should I do next? It's an old pump and looks like trash but has been reliable in the past. Hoping this isn't it.
 
With power off, try turning the motor with a screwdriver.

Was the pump running and stopped, or has it not run since you opened the pool this spring?
 
1) Make sure that the shaft spins. You can access it from the back if you remove the capacitor and slip a 7/16" wrench on the shaft. Or, you can open the pump and spin the impeller clockwise.

2) Check the contacts on the centrifugal switch to make sure that they're clean. Copper V strips visible at the back.

3) Replace the capacitor. Make sure to tuck the wires back in between the posts. If you leave them outside the posts, they can get snagged by the centrifugal switch weights.

4) Verify that the voltage coming in is correct. Measure line-to-line.
