Hayward Stair jet SP1434PAKA leaking

I really don't use it much but will a problem to cap off. Would have to remove pavers and concrete underneath to expose. I found a Hayward part that says it is a test plug SP1434TP.
-Does anyone have any experience with this part ?
-Can it be used to permanently close this off ?
-Can I glue it in to make permanent, or just use teflon tape?

Even though the vale is in the off position for this device it leaks

I am always reluctant to glue something in that screws in. I would see how well it works being screwed in.

Show us pics of the stair jet you want to plug. .

The reason is the screw and wing nut stick out past the trim. Worried about injury to my son and anyone sitting steps.
