I have the same issue, where the motor won't start.
I measured voltage at the switch to 75 or 80 at each line. I don't own clamp-clips so I was touching it with the needle tips. I realize that is a very low number, but I think that I wasn't making a good contact; naturally I wasn't going to use my fingers..
The pump ran as normal on Tuesday.

How long is the typical warranty for a Hayward motor? Mine is from 2012.

EDIT - i just googled it and came across that they offer a 3-year warranty. I was hoping for 10..

Remove the wires from the pump terminals and measure the voltage line to line and from each line to ground.

Is the breaker 120 volts or 240 volts?

Alright James. Carpal tunnel surgery to the right hand left me incapacitated for some time, but I can now use my hand partially.
I took off the back cover of the old motor, and I discovered a blown capacitor, as pictured. Yikes.
I'm sure that I can replace said capacitor, but not now. I installed the VS motor to discover that the existing cabling and conduit is too short to reach the back of the motor.

So, I shall attack that in the coming week as my hand allows. Or not.
