I replaced the filter cartridge and the water coming out of the jet is much stronger now, but I still get lo code and I did unplug the wires and plugged them back in.

Did something occur right before all of this started to happen? Perhaps something was replaced or repaired?
15 PSI is pretty high for that setup and pump. Are you absolutely sure the filter pressure has always been that high?
How many returns are there into the pool and what is the diameter of the inlet eyeball?
