Hayward glx-ps-8 replacement local panel cannot enter menu settings

Bought a used one to replace my local panel which has a cloudy lcd display. Plugged in today but I cannot enter into any of the settings. Both the "menu" button and "<" ">" buttons do the same thing which is browsing the menus. The "+" and "-" keys do nothing. The "Filter" button works fine to turn on and off the bump.
It feels like the local key pad is limited to access the settins.
Any idea how to fix this? Many thanks.

Sometimes used stuff just does not work.

Yes, it is GLX-LOCAL-PS-8. My old one works fine, just the lcd display is getting harder and harder to read.

Maybe the used part is defective.

Yep, most likely it is a defective. I was thinking maybe there is a configuration to enable the local display, just like you can enable/disable remote settings.
