Walmarts in the chandler and mesa area have consistently had liquid chlorine. I did notice the Walmart i usually go to no longer has the 2 pallets they've maintained over the summer...i wonder if they're just ordering less now because they're already putting all their summer and pool stuff on clearance to make room for back to school and Halloween stuff.
 
Within the past month I found 2 Hasa dealers by accident while looking for a pump shaft seal, fairly close to you, that are part of the refill program. I signed up at one of them. A&M pool supply in a strip mall on NW corner of Southern/Val Vista (there are several A&M pool locations, some closer to Scottsdale, but I cannot confirm they all do this or their pricing/shortages). This particular franchise is listed as A&M Corson's Aquavalue. On the day of my visit 3-4 weeks ago salesman said was $21 for 4-1gal 12.5% CL, original signup req's $8 dep for 4gal refillable jugs and the plastic caddy. They allowed you to have up to 5 caddys. But, he said sorry they had no free caddys so I couldn't sign up, the latest delivery was late, ppl are mad,blah blah....but expected the late hasa shipment to be there 'tomorrow'....
I then drove to a place called Pricebusters, just north of Southern on Country Club(87) east side, about 2 miles away. As I walked up to the front door, there are empty hasa caddys lined up along the wall. I asked the saleswoman inside about the hasa program and the 'delays/shortage' and was told "What shortage? There's no shortage. It's $20 ($1 less )per 4gal caddy, $8 deposit, you can have up 5, but just know we guarantee potency 12.5% for 30 days because it's always coming in fresh so don't buy more than you need in a month. We never run out. Pull up to the door, unload your empties, park, pay, and we'll help you load the new ones if you need help., or use the hand cart by the door" (sounds like they have their act together?) I signed up and took 2 caddys, and this week will be taking in 1 of them for a refill but buying a third caddy so I can then eventually always refill 2- 4g caddys per trip.
HD/L*wes 10% CL is currently about $9 for a 2pk and I havent found a stamped date code newer than 2 months in the past 6mo, meaning its probably already less than the 10% CL content stamped on the box
So for basically $0.50/gal more ($4.5 vs 5/gal) your are getting guaranteed fresh 12.5% CL (15oz=+1FC) vs the bigbox 10% (best case 19oz=+1FC)
Be warned, pricebusters location and parking...ugly. Its a busy street very small driveway entrance comes up quick with high curbing, parking behind building. I plan on going South on CtryClb87 and make a left into the driveway when I go again.
 
The dealer locator on the HASA website is not real accurate based on my local finds. Have you tried calling local pools stores around you? Ask if they carry 12.5% LC in refillable containers. Price varies greatly in my area from store to store.
