I have an issue with the walls and floor of my pool this year.the dirt on the submerged surface seems to be hardened to the surface. I have tried to scrub it with the stainless steel brush but it doesnt touch it! Ive never seen this happen before! The pool isnt open to the public yet but is supposed to open this weekend. Help!

Several weeks ago I pulled the cover off a neighborhood pool I take care of and the next few days I added chlorine and hydrochloric acid and Cyanuric to clean the pool water. Water looks good now but when I try to scrub the walls and floor with my stainless steel brush, it doesn’t touch the dirt! It’s like it’s hardened on the plaster. Is there something i can do to soften the scale and brush and vacuum the pool clean? I have several pools and al the other ones don’t look like that!
