Ground Rod

I realize this is an old thread. The bonding and the grounding systems are connected at the pump. In the case of a double-insulated pump, the code specifically requires you to connect the bonding wire to the pump grounding wire.
Also, if the panel is at another building/structure a grounding rod is required by NEC. Many inspectors are known to consider a 4x4 post used to mount the panel on, a structure.

That's a stretch. The post is really not considered to be a separate structure, but if an inspector says that it is, there's not too much you can do unless you want to go around them to their boss and ask for a second opinion.

Article 680.26(b)(6)(a) (2020 but also in older editions)
Exception: Metal parts of listed equipment incorporating an approved system of double insulation shall not be bonded.
(a) Double-Insulated Water Pump Motors. Where a double-insulated water pump motor is installed under the provisions of this rule, a solid 8 AWG copper conductor of sufficient length to make a bonding connection to a replacement motor shall be extended from the bonding grid to an accessible point in the vicinity of the pool pump motor. Where there is no connection between the swimming pool bonding grid and the equipment grounding system for the premises, this bonding conductor shall be connected to the equipment grounding conductor of the motor circuit.

The grounding and bonding systems are always connected in the pump or through the pump's EGC.

The structure thing may be a stretch for you and me but feel free to search. Plenty of examples of people being called out for not installing a grounding rod for a "structure" that is simply used to mount the panel on. As always YMMV depending on your local inspector. If I am not mistaken, OP mentioned another building, in which case is not even a close call.

So, this seems to contradict the requirement to connect the bond wire to the ground wires.

In any case, one has to be familiar with the local code and specifically the local inspector's opinion or interpretation of the code.
 
In my opinion, these requirements are contradictory.

Connecting the bond wire to the equipment grounding conductor bonds the motor.
They are not. You don't have to (you can't) bond a double-insulated pump. You do need to connect the bonding wire to the pump's GEC but that's not bonding.
Regarding the other contradiction, the keyword there is "remote".
