Gate safety- houston texas

Finally with gunite I need to get serious about other stuff. We have an 8 foot tall gate controlling entry to our backyard. Houston code says a self-latching gate needs to be atleast 48" and the latch in the top quarter of the gate.
Texas code says the latch needs to be atleast 60" above ground. Which rule take precedent? With the Houston code I will have to have the latch 6' high.

Also- any recommendations on latch systems? or anything from a big-box store?

Typically you have to meet both. So it would be at 6' to satisfy Houston, which also is over Texas's requirement of 60 inches. It's only a one foot difference between the two, in this case.
