Full pool renovation in OR

We're looking at a house with a 32X16 concrete in ground saltwater pool. Roughly 27 years old and hasn't been maintained. Needs what appears to be the usual, resurfacing, new decking, new sealing, tiles, equipment/electrical needs to be replaced. One odd thing is that they've only been using the skimmers, the main drain is turned off, so probably will need to look for leaks. Is there any other reason someone would be using the pool without the main drain turned on?

There aren't a lot of folks who do this kind of work out here, so it's difficult to get any kind of quote on cost. Does anyone have any feedback on what potential cost and time it would take to do a job like this? I'm seeing 75-80K in other threads, but nothing out here in the NW. Thanks to all of you in advance for your time and expertise.
 
Pool owners often will close off main drains if they have been compromised (broken, clogged beyond help, etc) and use a drop in submersible pump when they want to drain water. Many newer pools are even being built without main drains.

As to how to make the old main drain workable again....well, someone above my pay grade will have to chime in on that one.

It is perfectly normal and acceptable to run your pool on skimmers only. Ideally you want to catch surface debris before it sinks. For the finer stuff like dust & dirt that makes it to the floor, use your vacuum or a robot cleaner. If the drain is compromised, I would leave it plugged. It could be a money pit if you try to reconfigure that drain line.
