Free chlorine and combined chlorine

Hello all, we have our pool resurfaced at the start of the year and I’m working hard to maintain chemistry. Up until Hurricane Milton, it had been going fine. I just did a phosphate removal treatment and have been adding chlorine to remove algae. This is where it stands now. Is it normal to have have high levels of free chlorine but no combined chlorine? What does that mean? I realize the chlorine level is high, usually it is around a 4 or 5.

Note: I just added 5lb baking soda two days ago, so the pH was expected. I’ve added the necessary acid.
 
Combined Chlorine = Free Chlorine that has 'combined' with ickies to sanitize them
Free Chlorine = Chlorine available to nuke those ickies
Total Chlorine = Free + Combined Chlorine.

If you have 0 CC, that means nothing is there to be sanitized = clean water. Your FC is sat ready to go nuke those nasties...and it is in turn 'protected' by your CYA.
