Where are you getting this number?
That would be very concerning and you should contact the utility if it is true, but it is almost impossible.
Could you have tested this using a contaminated test vial? Neither public city water nor well water will ever have cya in it.

Maybe 240 micro gram? That would be 0.24mg/L or 0.24ppm
I think di- and trichlor can be used for drinking water chlorination, but a one-off dose to get a ppm or so of FC into the water would add only a small amount of CYA.

Good point - I know a lot of well drillers use pool chemicals to sanitize the well when installing the pump. Perhaps that's it...
