Filter run time and chlorine

I usually test my FC and add bleach each night about 8:30 pm....any earlier and my pool still has direct sunlight. My filter pump goes off at 6pm each night because it is loud (bothers my neighbors and is loud in our bedroom). But if I add bleach then I have to turn pump on for 30 minutes. Do you all add bleach at night and if so do you just run your pumps later??
 
You should always add chemicals to your pool with the pump running.

Why worry about adding chlorine when the sun is on the pool? As long as your FC you test at the time you add the chlorine is above your minimum, it does not matter.

I've heard that TX has low electrical rates, but have you considered a 2 or variable-speed pump? When my pump is on a low speed, I have to look at the control panel or hold my hand on it tell that's it's running. I run it at a medium speed for testing and chemical additions. It's still quiet at those speeds.
