extra pipe .... over flow? Any ideas

I'm new to pools and I just bought a house in fla. Learning how this works and have this pipe caped outside the cage. What could it be. An overflow but it looks too high? Not the light connection but the one next to it. Any help is determining what it is and how to use it would be great. Never know with the previous owner 85yr old woman that would cap a pipe if the overflow just ran but I have no idea. Awesome lady but stubborn. Thank you!

Since you have a spa, that looks like the air intake for spa jets. If so capping it will stop the air flow (bubbles) when the spa is running.
 
I've seen something like that before posted from a member in FL. I think it's part of the hydrostatic relief system used to relieve pressure caused by high water tables.

If I'm wrong, you get a free bump :bump:

Didn't think of that but I have a blower (silver helmet in the back corner) --- it's as loud as a firetruck but I believe that's just cuz it's old. I wouldn't have 2? Thanks for the input you all keep me thinking and we will figure this out. You all rock

I did, thank you. I'll research hydro static pressure relief but I'm still stuck on overflow. If her landscaper hit the pipe with a piece of equipment (mover, trimmer ) and bustled if off (or just cracked it) and she got a water bill cuz it leaked., She might of just had a new piece put on and capped. She was crazy about water usage. Cape Coral Florida is tough that way. Is there a way to test? I don't see an overflow although pool was built with all the bells and whistles.
