Exposed rebar in spa question

Morning folks. I noticed a small piece of rebar showing thru Gunite in the spa right where jet plumbing run is.

Should I ask builder to cut this out or cover with hydraulic cement before pebble is sprayed in?

That needs covered up with additional material before plaster. The rebar may rust and bleed thru the plaster constantly staining it otherwise.

Advise the PB to check the steel engineering plans to confirm how much Gunite is required to incapsulate the rebar and let him make the decision on how to meet that minimum requirement.
