Exposed ground wire

I need someones thoughts on an issue with an exposed ground wire. Our skimmer wall was broken during installation, but they poured the decking around it anyways. This left us with a crushed skimmer wall that they had to cut out. They then used some putty to cover the hole. However, when the wall was cut out, it exposed the ground wire. The wire is covered by only this putty that is yet to dry. So I am trying to get an idea of the safety of this issue. If there is an electric surge or short, will we get electrical flow into the water?

That is a bonding wire, not a ground wire and carried no electricity. It is safe as is. As long as the bonding wire is intact and not cut your pool is safe.
 
That 'ground' wire is actually a 'Bonding' wire. It's perfectly safe being ran through the 'putty' they installed. The grid is ran in the dirt or concrete, and it's designed to prevent exactly what you're concerned about. It actually prevents voltage from building up in the pool water.
