This is my first year and I will be emptying and storing my intex easyset pool. I can't seem to find an answer to this question: How low should the chlorine level be before I empty it? If I let it go too low do I run the risk of developing algae as it drains? Thoughts? I am on a well and septic to will be draining onto my land.

does not matter, water your lawn and call it a day 
I drain 2 inches when it rains straight onto my lawn, saltwater and chlorine to boot and I keep my chlorine at 7...
