Pool has been rock solid all summer with dialed in chemistry. Now that the water is cold my CSI keeps pushing down to around -.60.

In summer I kept PH between 7.5 and 7.8. Let rise to 7.8 knock down to 7.5 repeat. Have my TA at 70 which keeps my PH rise reasonable. But with the cold water if I reduce PH to 7.5 it gives me the low CSI. Should I keep the PH up in the 7.8- 8.0 range to keep the CSI at around -.35?

Yes. It's ok to let your pH drift upwards during the cold winter months. Letting it hover in the 7.8 range and only adding acid once you see the 8.0 color is fine. Calcium carbonate is MORE soluble at lower temperatures (the chemistry nerd terminology is "retrograde solubility") hence the more negative CSI with lower water temps.
