Does Pebble Sheen come pre mixed or is it mixed on site?

Our pool was just plastered yesterday. We paid for Blue Surf Pebble Sheen but when I walked around the truck there was NO Blue Surf Pebble Sheen bags or trash on the truck. They had Black Pearl Pebble Tec in brown bags clearly marked and a ton of Diamond Brite Super Blue in bags and a stack of trash. When I asked the plasterer and the pool contractor about it they said "don't worry you have Pebble Sheen....we mix it". I asked to see the bags and they just dismissed me.

I have the same color Pebblesheen. It’s mixed on site from two different bags. I checked photos from my plaster day, and I see two types of bags. Larger white bags that say Super White Portland Cement, and smaller brown bags that have “P3“ written on them.

We have Blue Surf and they mixed on the truck, brown and white bags.
