Does anyone know what’s making these holes in the ground?

So as I’ve been working to install my pool and deck and patio I’ve noticed a number of small holes in the ground like this:

They’re about an inch in diameter and some of them are very close to some of the leg supports for the pool and I’m concerned that something might be tunneling under the supports and could cause problems.

Any ideas on what might be digging these holes?
 

Pesky voles and shrews create small holes with openings of about 1 to 1 1/2 inches.

 
what type of trees do you have around you?

Gopher mounds look a lot diff and are in succession; moles raise the soil w lines about 2-3" wide and 1 inch above...this is neither a mole nor gopher.

I am not sure about the beetle, but squirrels dig solitary holes if you have any nut-based treed around: pecan, acorn, etc...

It could be a cicada killer wasps hole...how many holes are there total and distances apart if more than 1
