Do I need to eliminate my valve in a leak pressure test?

I'm trying to find a leak in my suction line. But when I listen to my jandy valve I hear water moving. Maybe seeping through the valve? Is my valve bad if it leaks or can I repair it? Do I need to cut the pipe and just test the line in front of the valve? Basically, my valve may be leaking so I cant find my leak in the pipe. Photo describes this situation better than I can:
