Powder coated isn't the same. In some cases it's nearly as good, in some cases it's much worse. It's easier to damage powder coating than it is plastic encased. I'd rather have 304 stainless than powder coated.
Too bad we don't live in the UK or Australia. They have plenty of places that sell 316 SS steps at a reasonable price.
