Digital Pool Pilot (DIG 220) 0 Volts, 6.5 Amp

I've seen a couple similar threads on the forum but haven't seen a solution for my situation:

Behavior:
After switching on circuit breaker (time 0:00) and enabling boost I hit the "test pool pilot" button every 20 seconds or so for several minutes.
The voltage initially climbs from 0/6.5A to 22V/5A in about 30seconds then slowly falls back to 0V/6.5A over the next 20 minutes.
While it's dropping from 22V to 1V the current stays around 3.9-4.1A, then when it finally reaches 0V the current begins to climb to settle at 6.5A.
During this settling to 0V time the Check System light flashes with the message "Check/Clean Cell".\
After about 10 minutes, even if I hit the "test pool pilot", the "Check System" light no longer flashes.
*** I replaced the cell and tri sensor with brand new units, but the behavior remains unchanged. ***
I took an Ohm-meter to everything I could think of, but nothing seemed unusual.
I'm out of ideas. Any help would be greatly appreciated.
