Diamond Bright Plaster Rough to the Touch

Hello, Could use your advice.

Our diamond bright plaster (installed Oct. 2005) is very rough to the touch. Tears the skin off your feet. I've been member of TFP for 4-5 years I think, and I've been very vigilant about keeping the water balanced using my Taylor FAS-DPD K-2006 kit. Below are my latest numbers. I'd like to mitigate my situation with the plaster ASAP. I don't go to Pool stores anymore thanks to you guys. I use only liquid chlorine (from Walmart), Muriatic Acid, Backing Soda (only when numbers call for it), I do use 3" pucks in a floating chlorinator device. That's pretty much it. I've read that the rough plaster could be calcium deposits? Maybe I don't brush as much as I should, guilty. But I do need help.

FC = 3.0
CC = 0
PH = 7.4
TA = 80
CH = 290
CYA = 35
Current Water Temp = 84 F (north-east NJ)

We have diamond bright plaster as well and it's still smooth to the touch almost so that I, sometimes, think we have an algae outbreak about to happen (which I know isn't the case). Pool was finished November 2018.
