So I am in the process of having our pool designed and I know the international code reads that 'where water depth in the deep area of a pool exceeds 5 feet, a means of entry and exit shall be provided in the deep area of the pool. My question for you all is: does the 5' measure from the bottom of the pool to where the water level typically sits (midway of skimmer) or does the 5' measure from the bottom of the pool to the pool wall / grade of the surrounding patio? Thank you!

If it says "water depth" then that is from the bottom of the pool to the top of the water, not to the top of the bond beam or deck.
