debri collects along seams in shallow end

I keep getting a deposit along seams in the shallow end of dark debri. I can vacuum it, back flush, etc...and a few hours its back. No algae in pool anywhere, but cant figure out where its coming from. Chemical tests are good. Salt pool. any help appreciated.
 
What's this debris look like? Can you pick it up or does it poof away when you try to pick it up? Light brown in color?

seems to poof away. will get a pic later, along with testing tonight. does seem to be light brown.
 
Poofing sounds like dead algae to me.
I was surprised when i tested the water tonight. No Cl. I replaced my electronic boards late last season for my Hayward with those after market boards. Been troubling since. Says its generating, but says low salt. I bought an electronic tester, and its running 3200. confirmed by dip test as well. So maybe its not generating.
