Dead Spot in Pool

We put in a new blue liner this season and I noticed that this latest SLAM has started to prematurely bleach an area in our deep end (9 foot) that I also regularly see dirt and debris collecting. So--in short, I will spend longer time pouring liquid chlorine in front of the return moving forward and I'm also wondering what I can do to fix this circulation issue. Would it help to turn off/on skimmers/main drain when adding and/or change the direction of my returns to help with this?

Hard for us to say without seeing the shape of your pool, location of your skimmers and returns, and where this dead spot is.
