Minimum means you should never go below that value. Target is what you should use when determining how much CL to add to the pool. Shock levels seem to be missing from pool school. Here is the full chart:

Minimum is a cliff, you never want to drive off a cliff, you really do not want to be near the cliff.. The Target is what you want to take you FC to every day.. Most add at night after they check FC level and put that data into poolmath and it will tell you how much to add to get to the target.. I always go to the highest number in target...
I have read an analogy here on TFP. Something similar to, "Target" is the cliff, you don't want to go off the cliff. "Minimum" is you've fallen off the cliff and have hit the water. Are you safer on top of the cliff or on the water?
