Coping staining liner?

hey guys, I keep having this reoccurring problem pretty much daily at this point. Pool is less than a year old, vinyl liner with limestone coping. I keep getting these white runs that dry on the liner and do not come off unless you scrape with a finger nail. Is this the efflorescence? mortar? something else? It drives me nuts because it makes the pool look disgusting and old all the time.. I have not tried any chemicals or cleaners yet as i don’t want to damage the liner. Any solutions would be greatly appreciated!

Efflorescence - Further Reading from the water runoff from the planter beds around the deck.

While all those plants look nice, the rain and irrigation runoff is flowing through the coping and mortar towards the pool.

No easy fix to improve drainage away from the deck now.
