Concrete under pavers?

Newbie here. Researching installing an inground pool on Long Island. Some of the companies are suggesting 4” of concrete under the pavers. One said not to do the concrete under the pavers in case plumbing needs to be fixed. What’s standard? Any help would be great. Thanks!

They are just going to finish my pool by the first week in Nov and they're going to start pavers right away. Mason guarantees his work for life. They'll use some type of cylinders around the pool while the back fill and compact. They will lay a 4" slab before laying down pavers.
