Concrete deck ground preparation

My PB's deck contractor came out Monday and prepped and put forms in for the deck which he was planning on pouring next week. He filled all of the plumbing and electrical ditches using a small skidsteer. He then put forms and gravel in each form (like 2"). It rained the next day and this week the ground has been very spongy when walking on it where the gravel is. Some spots I sink in 6". I am concerned that the ground is not compacted enough to pour the concrete and that I am going to see cracking and issues with it once he is long gone. Should I be concerned about this or is this all normal? Should I request for them to use one of those "jumping" ground tampers?
 
Normally you want your fill to be something that doesn't need to be compacted. Compacting near the pool could be rough on the pool walls.
