Concrete and Pool Border Separation

This is my second winter since we bought the house. I live in the Midwest and this wi tee we have not had any snow buts lots of rain. Now the cold weather is finally moving in. I did not recognize the caulk having any holes so this caught me gf guard. It seems water has gone down and the ground has frozen and separated the concrete from Pool Border. At first I feared the pool border dropped but after doing a little research of taking up the cover and looking at the pool liner, it seems fine. So my guess is that the freeze really pushed the concrete up. Any thoughts on this?

Also it’s supposed to be 48 here on Thursday and Friday so I am you g to attempt to pull out old caulk and put backer rod and new caulk down. I realize I might have to do it again this spring/Dummer but figure it would be better to have some protection for rest of winter since it’s going to be warmer here? Any opinions or recommendations on this? Also is there special caulk or just normal concrete caulk?

It is unclear from the pictures what has moved which way or why.

It is hard to judge not knowing how things looked before the problem.

The stone on the pool border sits on the pool wall. Unless the pool wall moved the stone will not have moved.
