Cold weather pool builds...

Not mine, but a neighbor. North east PA. How cold can it be and still do an inground pool build??
This week it highs in the 50's and lows in the upper 20's.
It's dug out, rebar was installed last week. Plumbing guys ran some lines yesterday.
Can you pour the shell in this kind of weather? Just curious how far a pool build can go in the fall/winter season.

Yes you can apply Shotcrete dry/wet at colder temperatures but there are requirements in doing so.

Thanks. Not sure how they will pull that off. Cure time is 7 days. Forecasted temps for the next 7 days has the nighttime lows in the upper 20's and 30's.
