Cloudy water with consistently high chlorine ?

Hey yall - I got a SWG installed late this last summer I am still trying to dial it in in the cooler LA weather. My FC readings have been > 19ppm for the past few weeks. I woke up this morning and noticed the pool was cloudy. It was not yesterday... I turned the SWG down last weekend and just assumed I went below FC and had the start of an algae bloom.

I just tested and got
FC 19
CC 0
PH ~8
CYA 60 (tested last week)

This tells me that my FC has likely been consistently high. I just dropped the percentage down to 20% as I want the FC a bit lower - but now I have no idea what is causing the cloudyness. Any thoughts?
 
Hmm filter PSI was a great hint... My psi was super low (like 0) - turns out my water level got a bit low, and my filter basket was full (n)

Adding water and emptying the basket brought the psi up.1000008525.jpg
