Closing pool fountain and waterfall

I need help. I have almost completely winterized our pool. This is only my second time doing it all by myself. Last year I drained the water below the jets, however afterwards I learned that I didn't need to do that because our Mississippi winters don't get cold enough. This year I did not do this and have instead closed off the jets, and skimmers with plugs. When I went to let all the water out of the pipes, pumps, salt cell, and filter; the water in the waterfall/ fountain pump just continued to pour out. I finally closed it off so I could try to figure out what I did wrong. I still can't figure it out. We have never plugged the fountains but our pool guy thinks that may be the issue. Here is a picture of our pool equipment with the waterfall/fountain pump circled. Any help is appreciated.

Where is the suction intake for the waterfall pump located in your pool?

You have no diverter valve on the intake pipe to shut off the water from the pool to the pump.

You have no way of blowing the water down in the suction pipe and air locking it.

Is your equipment pad below your waterline?

The suction for the waterfall is on the tanning bed ledge area. The water is still about a foot above it.

Yes, the equipment pad is below the water line a bit.

We have never had to drain the full tanning bed ledge before and never plugged the waterfall pipes, however 2 years ago 2 of the waterfall pipes were stuck up, possibly above the water. We have 4 waterfall pipes is it possible for just one or 2 pipes to be the suction intakes?
