We will be leaving our pool here in northeastern New York for the month of August. Would it be all right to put enough liquid chlorine in the pool and put the winter cover on it for that duration? Are there any suggestions as to how much liquid chlorine should be put in the pool?

Liquid chlorine will deplete under the cover thanks to the heat of the sun. It won't last a whole month. You will likely have better luck floating some trichlor tablets in the pool as they are slow to dissolve. You'll need to calculate how many tabs based on the size of the pool.

I would be concerned of dropping the pH and TA way too much if you float enough trichlor for a month.

My suggestion is take the FC to SLAM level, cover it, and prepare for a SLAM and clean up when you return.

I could have someone stop by once a week and add chlorine through the skimmer and let the pump cycle for its usual daily routine (8hrs). We live in the woods and so we get a lot of debris in the pool. That’s why I wanted to cover it and not have someone else have the burden of dealing with it.
 
That would help. Not great adding chlorine directly into the skimmer but have to do what you have to do.
