I have seen people mention cleaning test tubes & vials with bleach and with isopropyl alcohol. Is one more effective than the other? I'd prefer to use alcohol as it's less noxious.
 
Rinsing the tubes with cool tap water should be more than sufficient. There’s no need to use bleach or IPA to clean them out.

The testing equipment (tubes) should be rinsed thoroughly both before and after use to ensure proper cleanliness.
