Chlorine level and CYA too low

Despite all the "help" from my local pool store I am concerned that my chlorine level this year is consistant at zero. I have the TF-Pro test kit. Todays's result (even though I added conditioner and a gallon or chlorine yesterday) to my 18 x 36 25,000 gallon pool: CL - 0, PH - 7.2, CH - 250, TA - 100, CYA - at the 30 level I can still see the black dot in the test tube. My pool water is clear and free of debris. I have a sand filter.

I guess one part the I am not clear on is establishing a CYA level (or at least understanding it) to perform a SLAM.

Read the SLAM Process. It details what needs to be done before, during, and the ending criteria for a SLAM.
 
what I am asking is with a CYA of less than 30 should I add conditioner prior to the SLAM?
From the article I linked
"SLAMing an outdoor pool is most effective when CYA is around 30 to 40. Below 30 you lose too much chlorine to sunlight."
