I know that if CC is at or below 0.5 that’s ok, but the book also says, “In an outdoor pool, CC will normally stay at or near zero as long as you maintain an appropriate FC level and the pool gets some direct sunlight.” My pool gets a ton of direct sunlight, so is it a problem or a concern then if my CC is basically always at 0.5? Or is 0.5 considered “at or near 0”?

0.5 is at or near zero, especially if you are using a 10cc sample. If the second drop results in no color change, the result is 0.5 CC at the most.
0.5 ppm CC is not a problem. You can increase the FC a few ppm if you want, but it's not necessary. Do an OCLT any time that you have a concern about algae or CC.
