Caulk for Stone Facing

The grout in the stone below my spa overflows has broken out, and some amount of water is getting behind the stone into the pool shell. It was like this when we bought the house.
1. How bad is this and do I need to check for damage already done?
2. What would be the correct kind of caulk to fill this in until we can replace all the stone?
I’m in North Texas and the last two freezes started all the stone flaking off into the pool too, but we won’t be able to resurface for another year or two.

Fix it using Type S mortar like pointing bricks...
