If i were to get a Pentair CC or CCP what model should i get.

Minimum 150 sqft for your pool size IMO. No problem going bigger if you like.

should it be 150 sqft, clean and clear or clean and clear plus, i want to clean it once or twice a year max.

I have no idea what the difference between CC and CC+ are.
If you want to only clean 1-2 times, then bigger is better. AND, you MUST keep adequate FC for your CYA level in the pool at all times to avoid algae.
Once you have algae, you will be cleaning the cartridge a LOT!

I think i will be getting a sand filter instead, my pool guy prefers the tagelus with clean-pro technology than a D.E or cartridge filter, i guess it's that good?

All filter types have good and bad attributes. Of course they will like sand as it is less work for them ... although why even have a Pool Guy?
