Our pool was installed this past fall, and we noticed this concrete breaking by the fiberglass steps. Our PB said he's going to send his concrete guy out to patch it (not sure how on that small area, but hope I'm wrong!), but it is characteristic of cantilever coping.
Not normal but it does happen. Theres a certain consistency required to strip the forms amd work the edge it's an art. Those wierd spots can get under or overworked easily amd that is what you have. Too much cream out front amd nothing to hold it so it spalled. Hopefully the concrete guy is good and can blend it in nicely.
