Can’t pass OCLT with clear water & no cc from opening day.

Opened our pool to clear water, no cc, brought CYA up to 40, lowered ph to 7.2 so thought slam at 16ppm FC would pass OCLT quickly. OCLT only lost 2ppm FC the first night but still can’t pass a week later.
It’s vacuumed daily. Brushed walls twice. All looks clear & no cc still. We must be missing something?
 
Have you kept FC at 16ppm for the past week, testing every 4 hrs to top up on any FC loss?
Did you check your light fixture or if you have a ladder, for any hidden algae?
Maybe clean your filter as it may have captured lots of algae.
If you are still losing 2ppm on your OCLT then there is still something in the pool that is consuming your FC.

Common places for algae to hide are Light niche, Steps, Seats, Step Weights, etc.. If you have removable steps I'd start there. Remove them and flush them with bleach solution. Make sure you get in every nook and cranny.

We’ve been checking and topping off FC only 2-3 times a day. It’s a vinyl pool without lights & ladder isn’t in yet. We hosed the filter every other day and switched out between two filters.

We will look to check and top off FC more frequently through the day. Thanks!
 
Is there anything in the pool at all that isn’t simple liner walls? Any folds in the liner? Take some photos from different sides of the pool; maybe we can spot something to check. :)
